Belmont Shore Residents Association MINUTES BOARD OF DIRECTORS MEETING March 11, 2010 The meeting was called to order by President Aileen Colon at 6:00 pm. The members of the Executive Board present were: Vice President Terence Endersen, John Forstrom, Marvin Jones, Jim Lazarus, Secretary Jeff Miller and Treasurer Robert O'Connor. Executive Board members Adam Hattan and Christopher Van Horn were absent. Twenty-four additional BSRA members and visitors were present. Chenda Young, Youth Services Librarian at the Bayshore Library, announced that April is "National Library Month", and said there will be special observances at the Library throughout the month. The meeting agenda was approved. The minutes of the February 11 meeting were approved. Cynthia Renaud, LBPD East Division Commander, addressed several policing issues: She reported the interruption of a residential burglary in progress and the apprehension of two juveniles in that incident. In response to recent problems at Second Street bars, citations were issued to some businesses. Cmdr. Renaud invites the bar owners to meet quarterly with her and the Third District Council office. When questioned about the details of the citations against bars and about details or statistical data of police actions directed at bar patrons she responded that a Public Records Act request would be required to obtain information. She said it is difficult to obtain the data from the records and cannot allocate resources to do that work. Cmdr. Renaud urged bicycle owners to obtain bicycle licenses to help in the prevention of bicycle thefts, and to pursue thefts with the police. Licenses may be obtained at the Fire Department. President Aileen Colon introduced Darcy Richardson, a new editor at the Grunion Gazette, and Barret Randel, owner of Barry's Beach Shack, who announced his intention to seek permission to add sidewalk dining at his restaurant. Barry's Beach Shack is in the Coastal Zone, under jurisdiction of the Coastal Commission. Colon noted the list of pending Planning Permit applications provided by Mark Hungerford from LB Development Services. She reported these items from the Third District Council office: Drawings are available on the web site of the proposed Livingston Drive lane reconfiguration. Jim McDonald, the new Police Chief, will be speaking at the Third District Neighborhood meeting. Belmont Shore sidewalk repairs are in progress and should be completed soon. Colon reported the resignation of Mike Ruehle from the Executive Board. Secretary Jeff Miller reported the receipt of two new memberships. Treasurer Robert O'Connor reported our checking account balance is $4,339.09. Vice President Terence Endersen reported his work for the Councilmember DeLong's Beach Subcommittee: He has surveyed all of the beach parking lots in the Shore and written a report with the data, including number of spaces, parking fees, and collection methods. He led a discussion of the parking situation and options for changes and improvements. Mark Sandoval, Marine Bureau Manager, provided some additional information, including the availability of a daytime beach parking permit for $144 annually. A motion to send a written request to the city to convert all beach parking lots to "multi-meter" operation and to combine the Claremont Ave. and 54th Place lots was approved unanimously. Endersen led a discussion of the request by Kitesurfari to place a shipping container on the beach for use by their business. Comments from the audience supported additional outreach by the city to provide public awareness and obtain public comment. Endersen made but subsequently withdrew a motion to oppose Kitesurfari's request. A motion by Treasurer Robert O'Connor to support the request was denied, as follows: Ayes: O'Connor. Noes: Colon, Endersen, Forstrom, Jones, Lazarus, and Miller. A motion by Secretary Jeff Miller to send a written request to the city to conduct additional outreach and to provide public awareness and obtain public comment regarding the request by Kitesurfari was approved unanimously. Secretary Jeff Miller noted that the annual fee of $15 for the BSRA web site domain name registration will be due soon. A motion by Vice President Terence Endersen to authorize payment of the invoice was approved unanimously. Secretary Jeff Miller requested approval to mail reminder notices to members who have not renewed their memberships. A motion by Vice President Terence Endersen to authorize the mailing at a cost not to exceed $100 was approved unanimously. Vice President Terence Endersen reported the results of the last Parking Commission meeting. President Aileen Colon reported the upcoming hearing to grant a permanent entertainment license to Panama Joe's. A motion to send a written request to the city to limit this and all entertainment licenses in Belmont Shore to one year, renewable annually, was approved unanimously.
